Remember, light weight does NOT necessarily translate into less rotational inertia. That depends on the distribution of the mass in the wheel; specifically, the distance from the axis of rotation. If we were to assume that the distribution of mass is similar from wheel to wheel (of a given diameter), then yes, a lighter wheel will have less rotational inertia, and will require less torque to get it spinning at a certain speed, ie. it will get to a certain speed quicker. If you go an inch or two up in wheel diameter, or even going 0.5-1 inch wider, you are effectively increasing rotational inertia. Just think of the mass that is present along the circumference of a wheel (not to mention a possibly heavier tire).

Ah, but how much mass is significant? I don't think many of us will notice a 2lb-heavier wheel (of the same diameter) in everyday street driving. However to serious autocrossers, racers, or those of us with particularly fine butt-dynos, every ounce may count.

Simply put, a lighter wheel/tire reduces unsprung weight and enables the suspension to react quicker. Think F=ma; for a given Force F, a reduction in Mass m results in an increase of Acceleration a.
